HUNTINGTON BEACH PIER. A proposal to create a Huntington Beach Foundation is on the city council agenda for Monday.

A proposal to establish a community foundation tops the agenda for Monday’s meeting of the Huntington Beach City Council. The meeting is set for 6 p.m. in the chambers in the Civic Center at 2000 Main St. (at Yorktown Avenue).

Mayor Barbara Delgleize and Councilwoman Jill Hardy are behind the idea, which is to create a non-profit organization that could be a centralized funding source that would coordinate community efforts.

Several other Orange County cities – including Garden Grove – have community foundations. The Garden Grove Community Foundation, for instance, sponsors the free summer concerts in the park and helps provide funding for the Re:Imagine Garden Grove program for the downtown area.

On the agenda is a recommendation to direct the city attorney to prepare articles of incorporation and draft bylaws for the Huntington Beach Community Foundation, as well as direct the city manager’s office to file the paperwork with the California Secretary of State. Initially, seven directors would be selected.

Also on the agenda is a proposal by Councilman William O’Connell to create an ad hoc council committee to frame a performance review of the city’s permitting and entitlement process. In a memo, O’Connell suggested that business and property owners encountered delays in getting final permits on business expansion and home remodels.
