Russia and Ukraine are accusing each other of risking a nuclear crisis.
Negotiations for a cease-fire to allow United Nations inspectors to check the safety of the power plant have not been successful.
The facility is located in the southern part of the country, an area controlled by the Russians.

Sports: Angels win 3rd straight, LAD wins, too
Three wins in a row might not be that impressive, but for fans of the Los Angeles Angels, it’s welcome new. On Sunday the Halos swept the Blue Jays in Toronto with an 8-3 victory.
Stars Mike Trout and Shohei Ohtani each homered for the Orange County team. Trout, who also doubled in a run, said, “We’re trying to shake things up a bit. We played some good baseball these last three games.”
Andrew Wantz (2-0) got the win in relief, working a perfect fifth inning. Tucker Davidson, as the starter, worked four innings and gave up three hits and one run. He was a bit wild, though, striking out five while walking five.
In Miami it was business as usual as the Los Angeles Dodgers (88-38) beat the Marlins 8-1. It was their fourth win in five games.
Mookie Betts homered (his 31st of the season), doubled and drove in two runs to lead the Blue Crew offense. Julio Urias (14-7) went six innings, yielding only one hit and one run (a home run by Brian Anderson). He struck out seven batters and walked four.
The Dodgers will finish their series with the Marlins on Monday. The Angels will be home starting a series against the New York Yankees.
