Garden Grove can point to some signal successes in recent years in dealing with the homelessness crisis.

The city has – in cooperation with Fountain Valley and Westminster – opened and is operating the Central Cities Navigation Center and the most recent annual count has shown a 39 percent decrease in Garden Grove’s population of unhoused persons.

At Tuesday’s meeting of the city council, the Five-Year Homelessness Strategy was unveiled for July 2025 to June 2030.

Four “central goals” outlined included:
• Enhancement of Communication and Community Engagement;
• Enhancement of the Service Delivery System;
• Leveraging partnerships, funding and resources;
• Improving the quality of life.
“Each goal,” according to the staff report, “is supported by specific objectives” … prioritizing “measurable results.”
