General plan changes before city council

The second installment of a public hearing on proposed sweeping changes to the city’s general plan will be held at Wednesday night’s meeting of the Westminster City Council.

First unveiled at the Sept. 14 meeting of the council, the general plan calls for – among other changes – a revitalization of the Westminster Mall by allowing for residential uses on the property, and the creation of a new downtown along Westminster Boulevard, west from the San Diego (405) Freeway to Beach Boulevard.

After hearing public testimony, the council is expected to vote on adopting and implementing the new general plan.

Also on the agenda for Wednesday’s meeting is a special event permit application to hold a memorial ceremony for Ngo Dinh Diem, a former president of the Republic of (South) Vietnam, at Sid Goldstein Memorial Park in the city Civic Center.

The council meets in regular session at 7 p.m. at 8200 Westminster Boulevard.
