Three are arrested in a fatal shooting

THREE PEOPLE were arrested early Monday morning in connection with a fatal shooting in Garden Grove Sunday afternoon. Shutterstock).

Three persons were arrested Monday morning in connection with the fatal shooting of a man Sunday afternoon in Garden Grove.

The suspects arrested, all from Arizona, were:

  • Victor Rene Larios, 29
  • Jacob Alexander Ruiz, 24
  • Joseph Anthony Ruiz, 27.

The victim was identified by Garden Grove police as Thien Hoang Phan, 32, of Irvine.  He had been killed in an incident around 12:47 p.m. in the 9600 block of Westminster Avenue.

According to Lt. Carl Whitney, GGPD detectives followed up on leads and at 1:30 a.m. made a “high risk” car stop on a vehicle leaving a hotel in Venice Beach. The three were arrested without incident and were taken to the Garden Grove police headquarters.

Detectives determined that the homicides were drug-related and involved marijuana sales transactions. The three suspects were booked at Orange County Jail in Santa Ana for murder and related charges.

It’s the third homicide in Garden Grove in 2019 in which marijuana or other narcotics were involved, according to Lt. Whitney.
