Two persons who took out nomination papers but who had not yet been qualified by the city clerk’s office as of 5 p.m. are Jimmy Pham (running for mayor) and Mark Lawrence (running for Ho’s spot), but they could make the final list to be posted on Friday morning on the city’s website at www.westminster-ca.gov.
