Social host rule for fireworks?

FIREWORKS like this – shot into the air – are illegal in Garden Grove, Huntington Beach, Stanton and Westminster.

Should a homeowner be penalized because his visiting boozy uncle shot off illegal fireworks on Independence Day?

Stanton Mayor David Shawver is asking for a discussion at Tuesday’s city council meeting of the idea of a social hosting ordinance pertaining to fireworks.

Generally, such an ordinance refers to the liability of a social host as a result of serving alcohol to adults or minors. Stanton, like many cities, is struggling to cope with the problems associated with the use of illegal fireworks – or illegal use of “safe and sane” fireworks – on or around the Independence Day holidays.

Fines and increased police presence have not made an appreciable impact on the problem which include the danger of fire, injury and psychological effects on pets and military veterans from loud noises.

Also on the agenda are suggestions to create a “greenscape” program in the city (Councilmember Carol Warren) and a security camera system (Councilmember Donald Torres) to be installed in the council chambers that could also be integrated and host the broadcasting of council meetings.

The council will meet in a special closed session at 5:30 p.m.
