In another marathon – and sometimes loud – meeting that lasted nearly four and a half hours, a split Westminster City Council voted in favor of a resolution of censure against Councilmember Amy Phan West late Wednesday night.
Voting in favor were Mayor Chi Charlie Nguyen, Vice Mayor Kimberly Ho and Councilmember Carlos Manzo. Opposed were West and Councilmember NamQuan Nguyen.
West was accused of 30 violations of the council’s code of conduct and city policy. The resolution claimed she was disruptive during council meetings and placed “her self-interest” ahead of the needs of her constituents.
West was unrepentant, saying that “the majority is just trying to silence me.” Mayor Nguyen said “this action is necessary at this time,” but offered the possibility of rescinding the censure in the future, if “positive change” was demonstrated by her.
