On his way to serving five years in federal prison, disgraced former Orange County Supervisor Andrew Do was ordered to repay the federal government almost $900,000 on Monday.

At the restitution hearing for Do, 62, who resigned his seat on the Orange County Board of Supervisors in 2024, it was revealed that he must repay $878,000 in funds which were intended to provide meals to elderly Vietnamese-Americans during the coronavirus pandemic.

But most of the money paid to the Viet America Society – run by Do’s daughter Rhiannon Do, who was 19 at the time – went to other purposes, including buying a house for her and an $8,000 monthly salary for her.
Andrew Do received a total of $550,000 for his efforts in guiding the federal funds to VAS.

“The scheme essentially functioned like Robin Hood in reverse,” said Martin Estrada, former U.S. Attorney for the Central District of California. “Mr. Do and his conspirators stole money from the poor to give to themselves.”

Do is a former member of the Garden Grove City Council.
