
ASIAN GARDEN MALL (also known as the Phouc Loc Tho shopping center) on Bolsa Avenue is in the heart of Westminster’s Little Saigon district (Chris Jepsen/Orange County Archives/Flickr).
A grant worth $250,000 has been awarded to the City of Westminster for the economic development of the Little Saigon business district along Bolsa Avenue, located chiefly between Magnolia and Brookhurst streets.
The funding comes from the State of California’s Jobs First Regional Investment Initiative.
“This grant supports Westminster’s committment to building a robust and sustainable local economy in Little Saigon,” says Mayor Chi Charlie Nguyen.
“The funding will help us lay the groundwork for projects that will create new opportunities for our residents and businesses. We are grateful for this support.”
Plans for the use of the grant include:
• hiring a full-time Little Saigon outreach coordinator focused on economic development and business growth;
• establishing public-private partnerships;
• implementing strategic marketing and community engagement, including integration with the archway design;
• piloting a “Soap and Water” program to refresh the Little Saigon district.

It’s unfortunate that our mayor is only interested in the Little Saigon part of the City of Westminster. The city is in bad shape.
The revitalization and development efforts targeting the Little Saigon area in Westminster is both essential and part of the documented economic redevelopment plan for Westminster. Little Saigon is of cultural and historical significance worldwide!
This is not Mayor Charlie Nguyen’s pet project! These plans were made before he became Mayor and would be proceeding regardless. Little Saigon and the redevelopment of the lands currently occupied by the Westminster Mall are critical to our long-term financial stability.
To the residents opposed to the current efforts and strategy to make Little Saigon an even more vital tourist destination, I must gently reassure you this is not an subversive plan to ‘Vietnamese’ all of Westminster.
