WHAT APPEARS to be a police sniper in place in Westminster incident (WPD photo).

Westminster police officers on Wednesday arrested a man – fleeing from Los Angeles police – who had barricaded himself in an office near the Westminster Civic Center.

Arrested was Ryan Vincent, 37, a Torrance resident, who is now charged with assault with a deadly weapon, domestic violence, making criminal threats and being a felon in possession of a firearm.

According to Commander Andy Stowers of the WPD, the incident began when – at 1:45 p.m. on Wednesday – Westminster police officers were summoned to assist in the apprehension by LAPD of a suspect.

Vincent was wanted for an assault with a deadly weapon case out of Los Angeles County.

The suspect was seen running into an occupied building carrying a bag. He was believed to be armed and dangerous, so a perimeter was established and several nearby businesses were placed on lockdown. Some were evacuated.

The West County SWAT team was activated sad responded to the scene. At around 6:30 p.m. the team entered the building, evacuated some  persons and eventually found Vincent at around 9 p.m. He had been hiding on the roof.

He was arrested without incident and was taken in custody by the LAPD. Anyone with further information is asked to call. the WPD watch commander at (714) 548-3767.
