An appeal by a city council member of a conditional use permit for a nightclub and banquet facility tops Wednesday’s meeting of the Westminster City Council.

The council will meet at 7 p.m. via teleconference.

Councilmember Tai Do is appealing an earlier decision by the city planning commission to approve a request for a conditional use permit for the business, to be located at 14190 Beach Blvd.

The applicant, David Vo, is proposing to occupy 5,491 square feet of a 6,680 square foot building for a business that will include a dance floor, a stage and a bar. Because the expected patronage there would exceed the available parking, he is also requesting an administrative use permit that allows for shared parking with other businesses.

Do’s objections center not only on parking, but also the location, where the crime count is 32 percent above average. He also cited concerns about possible violations of the alcohol beverage control rules as well as noise.

Also on the agenda for the meeting is a presentation and progress report on the city’s homeless outreach program.
