Conduct, speech on the agenda

Issues of conduct and speech will be at the forefront of Wednesday’s meeting of the Westminster City Council.

Councilmembers Carlos Manzo and Vice Mayor Kimberly Ho are requesting that the council issue a resolution of censure, “based on the actions of Councilwoman Amy Phan West (District 1).”

The allegations made by Manzo and Ho are she has violated the code of ethics, been disruptive, refused to honor the role of the chair in maintaining order, was not civil, placed self-interest over that of the public, violates confidentiality and tells lies, among the list of  21 accusations.

In recent years, other city council members have passed resolutions of censure against each other and – in one case – repealed censures once they came back into the majority.

Also on the agenda is proposal by West and Councilmember NamQuan Nguyen to increase the time for public speaking during oral communications from three minutes to five minutes.

The meeting will also include the honoring of Vietnam Veterans in attendance.

There will be a study session at 4 p.m. and the open session at 6 p.m. in the council chambers at 8200 Westminster Blvd.
