“Structurally balanced” budgets for 2025-2026 and 2026-2027 and changes in the water use fee schedule were approved by the Garden Grove City Council on Tuesday night.

The council voted 7-0 on the budget, which – to be balanced – will require the transfer from the general fund’s unassigned fund balance in the amount of $4 million to the worker’s compensation fund and $3 million to the general liability fund, effective June 30, 2025.

Also approved were changes in the water service user fee schedule that should not affect – at least directly – the consumer financially.

The result will be to charge builders an increase in the deposit for the construction meter with back flow device from $2,800 to $3,800 as well as increasing the rental fee of a construction meter with back flow a rental price of $2 per day up from $1 a day.

Restoration of water service after a non-compliant back flow testing will go from no cost to $107.
