West gets community service, ethics class in bribery case

Westminster City Councilmember Amy Phan West was required on Monday to serve 20 hours of community service and to take a two-hour ethics course in connection with a misdemeanor bribery charge against her.

West, who represents District 1 on the city council, was granted a diversion program that will allow her to seek to have the misdemeanor dismissed.

The Orange County District Attorney brought the charge against her in February of 2024 over an incident in April 2023 in which the City of Westminster sent two parking control officers in reference to an abandoned Jeep –registered to Amy Phan West’s husband  – parked on a city street.

They requested a tow truck to remove the Jeep when she allegedly identified herself, told the parking officers not to tow the Jeep — she would “move it herself,” she said

She then allegedly spoke of her friendship with the Westminster police chief and that she was in the process of “getting raises for police department personnel.”

The tow truck was cancelled and the Jeep left at the site.
