MIDWAY CITY, an unincorporated area mostly surrounded by Westminster, is located generally around Beach Boulevard and Bolsa Avenue. It has a small fire station operated by the Orange County Fire Authority (Orange County Tribune photo).
When what is now the City of Westminster was being incorporated in 1957, the original plan was to combine the unincorporated communities of Westminster, Barber City and Midway City into “Tri-City.”
The Midway City residents backed out and Westminster was created without them.
Over the years, there has been discussion annexation of the “orphan” community in the area of Bolsa Avenue and Beach Boulevard, but only discussion.
A more serious move may be in the offing.
At Wednesday’s meeting, the Westminster City Council will consider a report from city staff about “creative revenue ideas.”
Topping the list is consideration of the annexation of “one or more” of four incorporated county “islands.”
According to the report, a “resolution of intent” to annex the three smaller areas, the process of which would not require a vote of the people within, could come in 2024-25.
However, the biggest area – “Bolsa/Midway” or Midway City – has about 7,500 residents, and who would need to approve an annexation to Westminster.
If all four unincorporated areas were to become part of Westminster, the city — in the fiscal year 2022 – would have received $153,249 in property tax and $924,403 in sales tax.
The city council will meet at 6 p.m. in the Council Chambers, 8200 Westminster Blvd.
