Sacramento and Huntington Beach are likely headed for a legal showdown in the wake of Gov. Gavin Newsom signing into law a new bill preventing cities from requiring residents to present a government-issued identification when casting a ballot.
The bill is aimed at Surf City, where voters in March approved such a requirement. California Attorney General Ron Bonfa and Secretary of State Shirley Weber have sued Huntington Beach on the grounds that it violated state voting laws.
City officials have vowed to fight the new law in court.
Senate Bill 1174, authored by State Sen. David Min (D-Irvine), is intended to settle the issue of whether or not a charter city – such as Huntington Beach – could legally set up its own legal requirements for voting.
California is one of 14 states not requiring voters to present ID when voting. Those registering to vote must present proof of citizenship but not thereafter.
Supporters of the new law say that it disproportionally burdens minorities, the poor and the elderly. Opponents claim a ban on IDs would “diminish confidence and impose the will of the state on local communities’ and municipalities election processes.”
