A controversial ordinance and approval for a children’s festival top the agenda for Wednesday’s meeting of the Westminster City Council.
A second reading of an ordinance that will change the structure of oral communication in city council meetings.
If it passes, Ordinance No. 2605 about oral communication in council meetings would split up the oral communication section of the meeting into two groups. Questions or comments pertaining to agenda items will happen at the beginning of the council meeting, and those not pertaining to agenda items would be saved until the end.
Some speakers complained at the previous meeting that the proposed ordinance was an attempt to “silence dissent.”

A special event permit application to host a Mid-Autumn Children’s Festival (Tet Trung Thu) on Sept. 30 at the Westminster Civic Center Sunken Gardens.
The Mid-Autumn Children’s Festival permit application came from the Coordinating Committee of Vietnamese American Youth Organizations and the A Plus Education Organization.
The agenda also contains an introduction to an ordinance extending certain land use related deadlines for entitlements granted in compliance with Title 17.
Also, adoption of plans, specification, and authorization to solicit construction bids for the Edwards Street Improvement Project from Westminster Boulevard to Trask Avenue will be considered
The council will meet at 6 p.m. in its council chambers at 8200 Westminster Blvd.
