The City of Huntington Beach has been given one year to submit a housing element document that provides zoning for 13,368 homes by order of a judge.
It’s the latest development in the ongoing legal battle between Surf City and the State of California over the Regional Housing Needs Assessment assigned to that city.
San Diego Superior Court Judge Katherine Bacal ruled that the city had violated the law by refusing to submit to the housing requirement, which states that the Huntington Beach must zone for – but not necessarily build – the units as part of a statewide effort to ease the housing shortage.
Huntington Beach City Attorney Michael Gates has sought to exempt his city from the requirement on the grounds that as a charter city, it had more authority over zoning and land use than “general law” cities, but so far those efforts have not been successful.

Just because Huntington Beach is a charter city doesn’t exempt the city from this law. We need more housing in our city. It’s a waste of our city’s taxpayer dollars to fight this.
